I've nominated the following to be the three heads of Clan. Based on their writing ability and my trust for their Characters​

Should one fall inactive or fail their duties they will be replaced. Heads of Clan are slated to guide the Clan and help the newer members assimilate.​

I know they are not Rally Masters yet, but we do things a little different here at clan Raxis.​
