I was wondering if you can make a minor faction for a small group of people. Like, can you make a faction, have one person in it then recruit around for a while?

Minor Factions can be everything from a ship crew to a pirate gang, the only limit of a Minor Faction is that they can't own hexes and their Factory submissions are a bit limited in comparison to a Major's. Other than that they can pretty much be whatever you'd like!
