Advice on Weather Machines

[Rose Blade]

So while i was creating a planet i wanted it to be climate control but for a whole planet and the shear size they would have to be to control the Weather and Climate would have to be the size of earth due to the planet being a giant. Hanging in the lower Exosphere to control certain regions. While there's another device that that is on the outer exosphere that has the ability to change the weather,climate,by regions. So i'm asking how would i go about creating this. and would anybody would want to help me create this?
