Does anyone recall the old EU ever having any sort of in-universe equivalent to "plainclothes" cops?

Not that I recall, but you could do it if you wanted to. I wouldn't worry about something small like that breaking canon.

Various security forces did that quite a lot. CorSec (Corellian Security) specifically, Corran Horn especially.
