The ring itself was given to each noble house after Sabrina ascended to the throne, it was to give each of the heads of noble house a vote, in newly created house of lords. Each one came with unique electronic signature, that could not sliced for the code. As it was hard wired into the ring itself, and it did not have any access to holonet from it, so no slicer could slice the ring for code. The other half code was also on the ballot box in the court where they debated and voted, and the ring made the circuit complete, giving them a yes or no vote on the subject they where debating. Only when the ring and touched the yeah or nay, on the ballot box did it register a vote. As the ballot box was a simple machine, and also no access to holonet to prevent tampering. This box could not register a vote inaccurately, and nor did it store who voted which way.
The ring also gave the holder a large degree of authority on the planet Serenno, as it proved they where important, and had ear of the crown. This meant guards would not search their persons, and would not ask the questions if they a ring to show, as with they above the law of Serenno, as long as their actions did not endanger the crown.
