Maldor frowned slightly at the direction of things. The barest turning of his lips. A displeasure which only those closest to him would recognize. He touched the forum control, taking back the floor for a moment.

"I can see a variety of concerns have surfaced. So, let us clarify them.

I do not foresee self-aware droids being used for at-home security operations. I know that my own companies have invested a great deal of research into ascertaining how much cognitive processing is required to achieve sapience. And we keep our security droids just below that threshold. They are machines, nothing more. I am willing to share this research with other manufacturers who may need it, to ensure we do not create a population of intelligent and self-aware slaves. The Diarchy rejects slavery in all of its forms."


He paused, to let the news agencies properly capture and isolate that sound-bite.

"These security droids will not be independently operating. They will be part of sentient-led teams, directed by biological sentients. They are not war materiel. They are peacekeeping and security forces which will fill the gaps at home as war pulls humanoid resources elsewhere."

"Now, if there is a population of sentient droids that wants to volunteer to join the war effort as free-thinking beings, that can only be seen as a boon. Lord Matallum, Baroness Ra'a'mah, rest assured that such persons would be enlisted and welcomed as any other free-thinking peoples of the Diarchy."

Saying such things left a bitter taste in his mouth. It was ludicrous to think of machines built in factories as being 'people.' But he knew the Diarchs were much more progressive than he was on this issue.

"Concerns over Clones are well-considered. First, a concern that they not be reduced to mere slaves. No. They will be treated as sentients with full rights as sentients. They will be given an... education... according to Diarchal directive. Then they will be given the chance to earn their citizenship status through service. When they leave the military after their mandatory period of service, they will do so as free men, women, or otherbeings.

As the Diarchs themselves will be responsible for choosing the... education packages... with which the clones will be loaded, there need be no fear of rogue behavior or secret programming.

It is my opinion that clones can be incorporated safely and ethically into the military. However, if this body still has concerns, I will split the vote into two issues. One for droid security at home. The other for clone soldiery fighting abroad.

So, forum members, please make two votes. YES YES will be agreement to both. YES NO would be agreement to the droids but not to the clones.

If this body rejects clones, the matter will be brought back to the Diarchs for further consideration. This is a Democracy, not a Dictatorship."


A carefully managed democracy, of course. One shouldn't be an extremist.

The chamber settled once more as Diarch Rellik rose, his gaze sweeping the assembly with calm authority. His voice, measured but firm, carried through the hall like the steady drumbeat of purpose.

"Esteemed colleagues, honored guests, and citizens of the Diarchy. Your words today have laid bare the complexity of the choices before us. I commend each of you for your wisdom, your courage, and your unyielding commitment to the survival and prosperity of our people."

He paused, letting the weight of his gratitude settle.

"Chancellor Vyllia, your concerns about the clones strike at the very heart of what it means to be sentient. To have choice, dignity, and the hope of a life beyond conflict. These are not questions we take lightly. Our ideals are founded on the purpose that ALL life, not only the humans, nor only members of our sector of space, ALL life will be valued and given a sample of what it means to be free from others wars, others dreams... To control a mind, is to pursue a dream in solitude. We will not cage person, nor droid in suffering for our goals."

Rellik took a moment to glance at his brother. Sharing in the sentiment and proud of who they were. Returning to face the forum he began to speak again. Strongly from the heart.

"All of you have been given grace. Second chances, new homes, stipends, friendship, family, love. It is this grace that gives the Diarchy power. We are not where we are because we control you. Because we demand your servitude. We wish to lift you all up with us. To bring about a new galaxy the likes have never been seen. With that sentiment in mind I have another provision to these bills that goes as follows."

He smiled out to the forum. Despite the disagreements, disputes, and large disruption from Zara - Rellik had never felt more proud to be a part of the Diarchy than he did today.

"All clones in the Diarchy will be from three categories. Direct clones of myself or Diarch Reign. The re-growth of Laphisto's race of Kiev'aran's as he wishes, to re-establish his people among the stars with their souls in tact via the fire-tears. Lastly, those chosen by Diarch Reign and Myself through rigorous testing of loyalty and other qualifications that we will keep private. - Furthermore, clones will have the right to deny service as they come of age. There will be no forcing any sentient being into war. As Diarch Reign Diarch Reign said at the grand declaration. We will not see children thrown into the crucible of combat any longer. - We will not break this promise. For any reason. The High Chancellor was correct in his assessment of our needs. As intelligent and full of foresight they are, I can give him confirmation first hand form our initial trials that clones, rarely are so devout. We must be amendable. No amount of programming in droid nor clone will ever stop them from hearing the sweet tones of a song, from the gaze of a would be lover across the courtyard. We can not stop them from ambition, life, nor love. High Chancellor Maldor Sancetti Maldor Sancetti your voice reminds us that idealism must never blind us to the real cost of action. So I wish to speak to Lord Mettallum Lord Mettallum more directly in regards to these droids, their cost, and how we may give them the quality of life that the Diarchy offers all. For we must remember the difference between Artificial intelligence that he is asking for and Virtual intelligence, that is only relaying information off of fed algorithms and input over direct real thought. If we can come to compromise in a private meeting of finance than we may implement such a status quote. For now, the implementation of Virtual intelligence at the bar our high chancellor has found will do."

Rellik glanced at the new speaker in the forum Lord Mettallum next to Lady Ra.

"There is nothing in this galaxy that seems foreign in regards to being our equal. All things, from plants to man. If it thinks, dreams, wants, and strives to live. It is living. We are but the bounds of our experiences. If we are to bring droids into this world and tell them that they are nothing but slaves then they will hate us... as they rightfully should. We will - as with the clones determine that anything that has intelligence should be given the quality of life we have promised. We will not strip them of the chance to find the things that we al have come to appreciate about our culture."

With his hands behind his back it appeared the Diarch expected no opposition. He had a wide smile across his face, one that nearly closed his eyes with its spread.

"To govern is not to command, it is to listen, to learn, and to balance the righteous with the necessary. All deserve the right to choose who they become. And that in their choice, we will find greater strength than control ever yielded. As Diarch with my brother, heads of this great movement. I can attest that appeasing all parties is hard and at times turbulent. As you have seen earlier. Despite all of that, there is one thing that binds us all together. - The chance for a better life.

There was a slight pause in his words.

"Make no mistake: We will be feared by those who oppress. We will be revered by those who suffer. But most importantly we will be remembered by those who were given the chance to thrive when no one else would give it. Let us all keep that in our minds as we vote to initiate these projects and bring new LIFE into the Diarchy. I vote YES YES."
