Citizens of the High Republic,
Today I address you with a sense of alarm that I do not choose lightly. A transmission was broadcast by Mand'alor the Iron that displayed the public crucifixion of civilians. This act was transmitted deliberately, theatrically, and without regard for the lives, laws, or moral boundaries that bind civilized powers together.
Let me be unambiguous. Regardless of the Mandalorian Empire's war with the Diarchy, the crucifixion of citizens is indefensible. It is not justice. It is not a deterrent. It is terror, performed for spectacle. The High Republic cannot ignore such an act, and Naboo will not pretend that silence is neutrality.
The Mandalorians are not strangers to us. We have been guests on their worlds. They have broken bread with our leaders, stood beside us in diplomacy, and spoken openly of honor and restraint. That history makes this moment more troubling, not less. To witness the same power that aided in the crowning of a Sith on Eshan now broadcast suffering to the galaxy forces a reckoning we can no longer delay.
I am therefore calling for an immediate reconvening of the Republic to reassess and renegotiate our treaty obligations with the Mandalorian Empire if we will continue this relationship. The Treaty of Twin Crowns was founded on restraint, mutual respect, and clarity. Those principles must be reaffirmed and the agreement must change.
At the same time, I will personally reach out to the Diarchy. Representatives of their government will be welcomed on Naboo, where we may openly discuss their alignment with Republic law and values, and explore viable paths toward de-escalation and peace. Let me be clear: the Diarchy is not without blame. Public executions of captured soldiers and commanders, carried out months ago, stand in violation of the same principles we now invoke. Dialogue is not endorsement. It is responsibility.
I do not speak as an aggressor. I speak as someone who knows Mandalorian leadership, who understands their culture, and who still believes that even hardened powers can choose restraint over atrocity. But belief does not absolve action, and familiarity does not excuse cruelty.
Until these matters are addressed, I am issuing a formal travel advisory. All Naboo and Republic citizens are strongly advised against travel to Mandalorian space until further notice.
The High Republic was not built to look away when lines are crossed. If we claim to defend peace, then we must be willing to confront those who endanger it, even when doing so is uncomfortable.
