Law Summary:
By virtue of the authority vested in me as Viceroy of the Stewjon System, a member of the Confederacy of Independent Systems, and in order to provide for the investigation of human rights violations perpetuated by the nobility of Stewjon, it is hereby ordered as follow:
Section 1. Establishment (a) There is hereby established a Human Rights Investigative Panel. The Investigative Panel shall be composed of:
(1) the Adjutant of Stewjon, or their designee;
(2) one representative from the existing nobility, appointed by the Viceroy or their designee;
(3) one representative from the working class, appointed by the Viceroy or their designee;
(4) one representative from the existing nobility, elected by the nobility at-large;
(5) one representative from the working class, elected by the working class at-large.
(b) The Adjutant of Stewjon, or their designee, shall be the Chairman of the Human Rights Investigative Panel.
Section 2. Purposes and Functions (a) Recognizing the need for equality of basic human rights in accordance with the Charter of the Confederacy of Independent Systems among all citizens of Stejown, the Human Rights Investigative Panel shall identify and consider:
(1) the major issues with an Oligarchy system of government on the planet of Stewjon, if any, that threaten the integrity of the above mission statement;
(2) the best solution to ensuring continued transparency and efficiency within societal interactions and progress on Stejown;
(b) The Human Rights Investigative Panel shall consult, as appropriate, with representatives of all social castes. They are empowered to hold administrative interviews as necessary but have no legal authority, as a body, to otherwise detain, imprison, or punish citizens of Stewjon. All recommendations for administrative or punitive action will be considered by the Viceroy of Stewjon at the conclusion of the investigation.
Section 3. Temporary Government Structure (a) Until such a time as the Human Rights Investigative Panel can complete their assigned tasks, a provisional system of government will take immediate effect throughout the Stewjon System:
(1) all societal privileges and rights of members of the nobility are hereby suspended;
(2) members of the nobility will retain access to personal funds throughout the investigation;
(3) access to central funds responsible for the maintenance of Stewjon are to be maintained by the Office of the Viceroy, effective immediately, and pending resolution of the Human Rights Investigative Panel's investigation;
(4) a Prefect shall be appointed by the Office of the Viceroy to supervise and administer all government functions in areas previously controlled by members of the nobility;
(5) all Prefects shall share a portion of the Viceroy's ultimate authority in the Stewjon System on an as-needed basis;
(6) supervision of the Provisional Government of Stewjon shall be the ultimate responsibility of the Office of the Viceroy;
(7) a detachment from the Confederate Defense Force, as commanded by a Marshal of the Confederate Defense Force, will be distributed as necessary to ensure the continuance of general policing functions during the institution of the Provisional Government of Stewjon;
(8) offworld travel to and from Stewjon is hereby suspended for all individuals without prior approval from the Office of the Viceroy until such time as the investigation concludes.
(b) Any citizen found to be threatening the good order and discipline of Stewjon for any reason will be subject to trial and prosecution by Special Tribunal. The composition of such a Tribunal shall be at the discretion of the Viceroy, but will include, at a minimum:
(1) the Adjutant of Stewjon, or their designee;
(2) two members of the nobility, selected at random;
(3) two members of the working class, selected at random;
The above stipulations and regulations are put into place effective immediately. Adherence is expected from all citizens, resident aliens, and visitors of Stewjon until such a time as this Edict is either canceled or superseded.
