The Conclave of Canthar
While the Emperor ruled with power unchallenged and might unopposed, the intricacies of coordinating five different cultures, customs, and local laws fell upon the shoulders of the Conclave of Canthar. Named after the capital of the Panathan Empire, the council was comprised of generals, admirals, bureaucrats, and oligarchs hailing from each individual system within the Empire's borders. They were led by a group of six High Lords (the Hexarchy) who individual represented the five systems and the religious institution that spiritually bound them all to the will of the Emperor who also served as the God-King of the Epicanthix.They were, in no particular order of importance:
- The Grand Vizier of Panatha
- The Consul of Bunduki
- The Warchief of Fornow
- The Potentate of Ravaath
- The Mesazon of Sorimow
- The Ecclesiastical Patriarch/Matriarch
