I see your point. He's very nearly a Mary Sue villain in that he's always ahead of the game, always has the plan to win the war.
On the other, that actually works in this case in my view because Zahn wanted a non-Force using villain, so he made his mind the most important thing.
Indeed, he probably did too well because the end of The Last Command was pretty much a case of 'oh crap, how can the good guys win from here?'.
