No faction may claim "jurisidiction" quite yet. Faction Takeovers and the occupation of faction planets is a feature that will be implemented next Sunday.

Not to my knowledge. Usually for such a thing as this, it's due to connection problems client side.

Ok, well, I suppose I also meant - is the planet being used in any major plottings currently making it unofficially "claimed." I don't want to step on anyone's toes.
