The Council

The Dark Council is the ruling Body of Athiss and the Resurgent Empire. It has stood as a remnant of the Dark Council founded by The Sith Emperor Vitiate thousands of years ago. The Council is a more streamlined, efficient, and less temperamental version of the Council founded all those thousands of years ago. Though the Council is has in the past been dominated by Purebloods, it has not always been this way. Any being with sufficient power and strength is able to take a position on the Dark Council Itself achieved through either force of strength or guile and subterfuge.
There are five positions on the Council at any one time. Each of these positions rule over a specific Sphere of influence within the Resurgent Empire. Though sometimes these spheres cross with one another, the lines of power are clearly outlined. When the lines of power do cross it begs for cooperation, something that is usually forced by The Council as a whole in order for the betterment of the Sith in general.
The five seats are as followed;
Sphere of Education
Sphere of War
Sphere of Logistics
Sphere of Intelligence
Sphere of Domain

Sphere of Education: Lord Aril(Yidhra)
The Sphere of Education oversees the acquisition, training, and proper education of new Sith on Athiss. The Sphere of Education is perhaps not the most glamorous of the five but it is one of the most important.
The Councilor who oversees the Sphere of Education holds a tremendous amount of influence on the doctrine taught to new students. This is of course incredibly important and generally decides what a new generation of Sith is brought up learning. Over the centuries the Sphere of Education has proven itself to be one of the most uniquely powerful in it's own way. Though the Councilor holds no armies or fleets or spies, they are more than capable of guiding the events of the Empire simply through pushing students in the right direction.
It goes without saying that the Councilor who holds this position is generally a subtle figure, they are not brash or butchers, but instead taken in events with a certain sort of calm, calculating, and planning.
The Sphere of Education almost always works closely with all other Spheres due to it's nature of developing the Empire's growth.

Sphere of War: Lord Drakash
Over the centuries the Sphere of War has found itself in one of the most unique positions of all. Though once the most powerful of all the spheres, the actual nature of this domain tends to wax and wane with the will of the Council as a whole. Because Athiss has been in hiding for so long the Sphere of War is relatively small, though ever in expansion with the coming days of war.
The Sphere of War demands control of the Armies, Navies, and other military forces under the Empire's control. Though perhaps the most physically powerful of all the Spheres, there are certain checks on the Councilor who leads this domain, mainly provided by forces upon the rest of the Council. This provides a certain balance.
The Councilor who is in control of this domain is almost always a brash, confident, and rather brazen being. They are the bloodthirsty, those that wish to see the death of others and hail the superiority of the Sith. Though this is of course not always the case.
Due to it's nature, and it's control of the armies and navies of the Sphere of War almost always works closely with that of Logistics and Intelligence. These three Councilors are often the most closely associated, particularly that of Logistics and War.

Sphere of Logistics: Lord Niril
The least glamorous of all positions on the Council, though perhaps the most important. The Sphere of Logistics oversees the distribution of food, construction, and general supply to the entire Empire. This branch of the Council is not to be underestimated, it's simply nature is that of give and take. Without the sphere of Logistics entire planets can starve in a matter of days, with it, grow into jewels of the Empire.​
The Sphere of Logistics is a terrible foe to have, as it is they who oversee the supply lines of the Empire itself.​
It is no coincidence that the Councilor who oversees this Sphere is most often one of the richest in The Empire. The man, or woman, in charge of this domain tends to be well involved in lucrative trades throughout the Empire, their influence well known and their skill even more so. The running of this domain is incredibly complex, and it requires someone of extreme logical skills and intelligence.​
The Sphere of Logistics most often works with that of War and Domain.​

Sphere of Intelligence: Vrak Nashar
Perhaps the most dangerous and unpredictable of all the Spheres, the domain of Intelligence Oversees a great many aspects of the Empire and that outside of it. This is the only Sphere that conducts operations outside of the territory of the Empire, apart from War of course. The Sphere of Intelligence is as one might imagine an encompassing body of all spycraft, mysteries, and all sorts of other stories.
The Councilor of the Sphere of Intelligence is often one of the most feared within the Empire. They alone have a certain alluring power, a knowledge that is held closely and hidden away from others. It has long been said that a proper Councilor overseeing this Sphere is the one that pushes the Empire in the direction he pleases. Though the same could be said of any of the other Councilors, the more mysterious nature of this seat makes the story all the more plausible.​
This seat is most often held by the most patient of Sith. The Man or Woman who is capable of logically taking in a situation and finding the best course of action for not only himself, but the Empire as a whole.​
The Sphere of Intelligence works closely with all branches.​

Sphere of Domain: Lord Sitas(Neesa)
The Sphere of Domain is most often regarded as the Keepers of the Empire. It is they who oversee the planets of the Empire itself, administer the Council's holdings, put down rebellions, and see that the crown worlds grow. It is they who rule over the Empire itself, ensuring that everything runs smoothly.
Like with the Sphere of Intelligence, It is often claimed that the Councilor of Domain is the most powerful of all. The thought of this idea is simply that the position allows for a more direct control within the Empire than any other. Like with the Sphere of Education, the Councilor of Domain is effectively able to shape the Empire, pushing worlds into certain agendas and pressing the Empire in a way that suits them.
The Sphere of Domain is most often lead by a ambitious Sith. Those who would laud themselves as the strongest and most powerful. They tend to be brash, intelligent, but sometimes move without thinking. Ruling Sith worlds requires a certain amount of Terror and Respect that is not created easily.
The Sphere of Domain works most likely with that of Logistics and Education.

How We Work:
The Council is both the IC and OOC leadership of the faction. Leadership works through a Simple System that doesn't ever change, only the players within the system itself.
The system is as follows;
There are always 5 Councilors on the Council.
3 of these 5 are always Controlled by Player Characters, one is always the Faction Owner.
2 of these 5 are always Non-Player Characters.
One of the Non-Player Characters is loyal to the Faction Owner
The Other Non-Player Character is represented by the Collective Faction.
Each of these Councilors get a vote whenever an Issue comes up. These issues are things that can't just be decided off hand. An example of one of these issues is "Do we Invade the Jedi Order?". This isn't an issue that can be made simply by the FO and needs to be decided on a Faction scale. This means a vote needs to be called.
The vote is started by the Faction Owner via an IC thread. The Faction Owner puts in his vote, and because one of the NPC's is loyal to him, that NPC votes in his favor. This means that the Faction Owner always has two out of Five Votes. The two other Player Characters then vote. If one of them votes the way the Faction Owner did, the Vote is thus won(or Lost) by a majority and nothing else needs to happen.
If, however, both other Player Characters vote against the Faction Owner the last NPC is triggered.
The Last NPC is a representative of the faction, and thus a faction Poll is started. This Poll is begun by the Faction Owner and will basically be a choice of yes or no. The faction is then given 7 days to vote, and at the end of the 7 days the winning outcome is the way the final NPC votes. This will decide blocks on the Council and will ensure everyone gets their fair shake.
The last NPC is only triggered upon a tie vote because a vote each time by the entire faction would take too much time. It is ensured that the Faction gets a voice anyway since it was they who picked the Faction owner.
Picking Councilors:
Councilors are not chosen, rather they are decided through several ways. The first of these ways is simply being Faction Owner.
The Faction Owner is always on the Council and cannot be kicked off except via a faction wide vote.
The other two Player Characters on the Council however, can, and most certainly will be replaced over the course of the factions life. Each of these two Councilors, no matter their sphere, have two months from the time of their ascension where they are 'safe'. During this time period no one can challenge or oppose them directly, that is they cannot be removed. When these two months are up however, the Councilors can be deposed at any time.
This can take place through a number of ways including direct challenge, political scheming, assassination, and even abdication.
A challenger to the Council must be a Sith Lord or Highly Ranked NFU(Yes). They must be active, and they must be a member of the faction for at least one month prior.
Councilors are expected to be fair when taking on Challenges, similarly however Challengers are expected of the same. That means if you are caught godmodding, cheating, acting in bad faith OOC, etc your challenge will be null and void. These challenges will be observed by the Faction Owner and the other Councilors to ensure fairness.
Upon their ascension to the Council, a new member can choose any Sphere not occupied by a PC. This means even if an NPC is currently leading the Sphere of Intelligence it can be moved about so the new PC can take control of their chosen Domain. If it is taken by a PC...tough luck.
