What is the regulation on that? I want to use the Turians (for the look and not the name) simply because they are so easy to find online if someone wanted to play as one. So I guess what I'm asking is

Can I use the Turians as the physical appearance to a possible race (not sure if I want to make a race yet) but just give them a different biology home planet etc.?

You will most likely run into the cross-over difficulty of Factory Submissions (thank that to me), but I'll let a staff member answer this.

For the image alone, you could use their likeness. However, their history and every other detail about them would need to be different. No names, details about the race, etc. Make the race totally unique.
