Small craft, individuality, and stats

Feelings and arguments for and against splitting speed/maneuverability into two stats, perhaps only for small craft - go.
 
Has it ever actually mattered in an RP? Has there been an RP where someone's escaped because their speed was 3 and the pursuer is 4?

We have so many stats and so few that are actually used...why add yet another?
