Rebellion Question

I can't remember, and being on Mobile currently is making it hard to find.

What exactly does a rebellion pertain to? Being I have a minor faction, can I have my team jump the gun on any given planet under a Major's control? I know the rest, that we could choose whether to go Major or not etcetera.

Just cannot remember if it was able to be started at any point, if it needed to be taken up solely after a dominion had begun etcetera.

Looks good, thanks, but then what if the issues pertaining to recalled Majors? If one is recalled, can it then simply jump to anyone rebelling? Because I do believe I saw that.
