A lot of modern day mafia started up as a way to mediate disputes between rival gangs.

Or we could go smaller than that, arranging our first gang operations, heists things like that.

But who would we mediate disputes between? Most factions already resolve it themselves. Mainly through fighting or peace. We wouldn't really contribute much.

So, I guess heists are the way to go.
