SPECIAL FEATURES
Solar Ionization Cannons: The Mediator uses four Quad Solar Ionization Cannons to allow it to be compete against much more heavily armed enemy vessels. Using these it can target main weapon batteries, shield projectors, communication systems, and engine housings to reduce an enemy vessel's effectiveness.
  • Shield Bypass: Solar Ionization Cannons bypasses conventional shielding types
  • Firepower: Each Solar Ionization Cannon in the array has the same firepower as a conventional turbolaser
  • Short Range: The weapons are fairly short range, far less than that of a conventional turbolaser
  • Recycle Time: Each turret's rate of fire is roughly comparable to a Hypervelocity cannon, taking the better part of a minute to recharge and cool
Sensor and Targeting
Communications
  • Ranger Transceiver
  • Data Relay Transceiver
  • Subspace Transmission Monitor
  • Com-Scan System
Miscellaneous
Strengths:
  • Defense: The Mediator is a durable vessel with above average defenses, shields, and defensive subsystems built into an incredibly durable hull and frame designed to minimize structural damage.
  • Sector Command: Built to include numerous specialized sensors, scanners, and communication systems the Mediator was intended to be equipped as a stand-alone vessel or operate as a mobile Sector Command base. It is able to detect communications, Hyperspace anomalies, incoming vessels, and is equipped to detect most Stealth vessels.
  • Repair Hub: The Mediator-class features swarms of repair drones, probes, and droids intended to provide allied vessels with emergency repairs during battle or act as a fleet-tender between engagements.
Weaknesses:
  • Massive Turn Radius: The Mediator-class struggles with turning and handling due to the heavy armored frame and hull it features.
  • Localized Shielding: Localized, Overlapping shield projectors provide a great deal of resistance, however focusing fire on a single section reduces its effectiveness greatly as they are unable to redirect power to the affected section.
  • Observation Spire: The long spire protruding from the ventral section of the ship is an obvious weak spot in the ship's hull, which can be more easily destroyed than the rest of the ship.
DESCRIPTION
Offensive Systems
The Mediator-class design features a full-forward weapon’s fire capabilities, with its twenty primary weapon turrets situated so that they can all fire in the ship’s forward arc while the turrets are situated so that half of them may fire in the dorsal, ventral, port, starboard, and aft arcs. Weapon diversity seems to be the primary intention behind the Mediator’s design. It features Hypervelocity Cannons, Energy Siphons, turbolasers, Ion cannons, and mass drivers situated in batteries spread evenly across the hull. Point defense weaponry provides the Mediator with fields of overlapping anti-starfighter and anti-missile weaponry, using EM field generators to distort guidance and targeting computers.

Defensive Systems
With a design based from iterations of ancient Mon Calamari designs coupled with required durability associated with command ships, the Mediator-class is known for its incredible durability. The ship uses several localized deflector shield generators which provide an overlapping array of defensive shielding rather than all encompassing ones normally seen on Star Destroyers, spreading the energy consumption constraints to several sections of the ship. Additionally the Mediator-class was built in a similar manner as the Alor-Class Dreadnought, with heavily armored sections to reduce the effectiveness of mass drivers and , a compartmentalized construction to minimize the destruction caused by loss of hull integrity, and with internal armor to protect vital systems within the vessel. Combined with electromagnetically shielded internal wiring, a series of cap drains, dampener aerosol dispensers, and several types of anti-warhead defense weaponry.

Internal Configuration
The previous incarnation of the Mediator-class was able to survive internal nuclear detonations intact. The FWC constructed model is less than half the size of the original Mediator, but features expansive armoring and defenses. Internally, the Hangars feature armoring within them, as they offer weakspots to enemy attack. In this manner, if an explosion were to occur within the Mediator’s hangar, it would be unlikely to affect large portions of the vessel. The infrastructure of the ship was built in a compartmentalized pattern, each section with its own auxiliary systems to provide independent life support if need be, anti-boarding systems, power to essential systems, and internal hull plating to defend essential components from damage. Deep within the bowels of the vessel there are small production facilities attached to a Molecular Furnace which collects the waste and debris produced by the ship and its crew, converting those materials into usable resources for the ship to perform repairs, act as a fleet tender, and produce arms and armament for ground forces. If no materials are required, the waste can be rerouted into a solid fuel converter in order to refuel the vessel during its extended operation.

Operational Systems
The Mediator-class has been built to operate in a central role as a Sector Command ship, intended to fulfill the role of a campaign coordinator, battle coordinator, and front line command vessel. In order to fulfill its intended role the ship was designed to feature the dedicated sensor and communication systems normally found on land or space based listening posts, allowing it to detect incoming vessels accurately, provide some ability to overcome stealth technology through the detection of gravitic, electromagnetic, and thrust emissions from enemy ships, and to communicate with distant ships and taskforces securely. The vessel also contains the ability to establish secure connections with allies across star systems to allow strategic data transmission from one fleet to another in a different system or sector of space and to provide real-time tactical information to be transmitted securely throughout a local battlegroup. This allows the Mediator to assist other, more specialized vessels to operate as effectively as possible.

Several suites of full-spectrum transceivers, aural sensors, hyperwave signal interceptors, emission tracers, form the backbone of its comprehensive sensor systems allowing it to detect most ships within a system through either gravitic, electromagnetic, or thrust signatures. A Phased-Tachyon Sensor Array is used to allow for visual targeting at extreme distances with little or no lag (As ships can be light minutes apart), though the cone of effect makes it difficult to use properly without first locking onto a sensor signature. At close range the Mediator-class features a Crystal Grav-Trap to detect visually cloaked ships or ships using stygium or hybridium cloaking devices, and is able to detect magnetic signatures using its complex sensor array in an effort to detect more advanced stealth vessels.

The second half of its command role require the Mediator to be able to securely communicate with allied vessels across several star systems in real time, overcome communication jamming techniques to provide stable operation, and transmit collected sensor data to assembled task forces working in concert with the Mediator-class. The class is fitted with powerful communication arrays, subspace rectennas, and hyperwave signal interceptors allowing it to fulfill all the necessary criteria. While not immune to communication jamming, enemies will find it difficult to silence the Mediator-class as it is able to modulate its communication protocols as needed against frequency jammers, is fitted with Line of Sight communication lasers, and makes use of a highly modified GAM (Gravitic Amplitude Modulator) which allows it to transmit information using gravitic waves in a similar manner to the Yuuzhan Vong Yammosks.

As a battle coordinator the Mediator has a Battle Analysis Computer supported by a Mandal-Hypernautics designed H.I.V.E Processor. The associated inter-linked super-tactical droid brains that support the Battle Analysis Computer are known to boost processing speeds, improve coordination, decrypt and decipher intercepted transmissions, and greatly reduce the effects of electronic warfare attacks. Combined with the Gem-Cutter and other early warning systems provide the Mediator with some of the capabilities of dedicated sentinel craft such as the Warden or the Ulur’uur.

Hangar: High
15 squadrons would be very high.

The ratings on this ship are a bit above what would be balanced at semi-unique production for a 3000 meter battlecruiser. Here's our example for a Super Carrier, which is closest in terms of rating arrangements to your ship. It's limited, so by reducing production to semi-unique you'd be able to get one rating higher than shown, but you are above that.

I found this ship fairly hard to categorize into any of the examples, in fact I didn't even bother to look at the examples. I just plugged all the stats through Raziel's Starship Excel sheet and they seemed to work out. You can double check me there if you like.

The excel sheet can be a little sensitive to hangar count, however your ship isn't crazy over or anything. The hangar rating, at 15 squadrons and the handful of shuttles you have listed, still needs to be changed to very high if you wish to retain the squadron capacity. If you lower the squadron count to somewhere between 12 and 14 (I would suggest 13, but any of the three would be acceptable) or lower your speed to very low I will pass this along for secondary approval.
