Perhaps I can make a headway on Charros IV if I purchase one of those floundering firms, he thought. But he couldn't tell off-hand whether the Xi Charrian authorities would allow off-worlders to purchase even floundering companies, even with promises of investment. He knew some worlds, like Wann Tsir, allowed off-worlders to buy businesses in exchange of which they had to promise to not only keep the locations in place, but also invest within a certain timeframe, while others, like Kulthis, would be hostile. However Kulthis isn't exactly fair; they are not simply protectionistic but also isolationistic.
