Issue: RNS Jamillia participated in a Galactic Alliance humanitarian operation at Kriselist. The Jamillia's sector-level probe screen protected the mission from a hostile force called the Vanguard.

Current Status: The humanitarian mission is secure. RNS Jamillia has been redeployed. The Galactic Alliance is purchasing Jamillia-class sensor vessels.

Background:
  • The Vanguard is a warlord movement comprised of rogue elements of the One Sith and First Order. The Vanguard has clashed with the GADF on several occasions over the past year. Recently, Vanguard forces devastated Kriselist, driving the population into refugee camps. The Galactic Alliance coordinated a public/private partnership for humanitarian aid on Kriselist. RNS Jamillia accompanied the mission.
  • In the nearby Bomis Koori system, the Vanguard massed a fleet of several hundred capital ships. The GADF moved to engage in force.
  • RNS Jamillia determined that the humanitarian mission would benefit from forewarning if Vanguard forces moved toward Kriselist. RNS Jamillia deployed SUREC, INCIS, and SIARC probes along all routes between Kriselist and Bomis Koori. Real-time probe telemetry was transmitted to key stakeholders at Kriselist and GADF authorities.
  • The GADF defeated the Vanguard at Bomis Koori. No hostile forces reached Kriselist.

Issue: DG Cardei was present aboard a Galactic Alliance Defense Force (GADF) vessel during a hyperspace accident. The vessel entered Otherspace, was boarded by Charon, and escaped. GADF considers the Charon a major threat.

Current Status: Theed Hangar is developing an Otherspace defense doctrine. The Jinn-class Star Cruiser design has been equipped for Otherspace transition, including intradimensional tow capability.

Background:
  • On consultation for the GADF New Class Design Program, DG Cardei of Strategic Security Branch visited the GADF expeditionary carrier ANS Dawn's Horizon.
  • ANS Dawn's Horizon suffered a catastrophic hyperspace accident and transitioned into Otherspace (see Appendix C ). Charon vessels (see Appendix D) attacked and boarded ANS Dawn's Horizon. DG Cardei, with assistance from fellow passengers and GADF personnel, reached the hyperdrive room under fire and assisted with repairs.
  • ANS Dawn's Horizon decanted to realspace. GADF personnel captured or killed all Charon aboard. GADF authorities classified the incident.
  • Theed Hangar debriefed DG Cardei and developed a tentative doctrine on Otherspace defense.
Recommendation(s): Theed Hangar should continue to develop and implement a proportionate doctrine on Otherspace defense (see Appendix C). Jinn-class Star Cruiser RNS Ferryman should deploy monitoring buoys in Otherspace locations corresponding to points around Naboo.

Issue: Brigadier General Ugohr Poof, a Naboo citizen and GADF officer, is one year into a 25-year sentence in GADF prison. Significant irregularities in his trial and sentencing have caused Gungan unrest.

Current Status: BGen Poof's sentence is under review. The Gungan Rep Council and civil society elements have expressed urgent interest in his case.

Background:
  • BGen Ugohr Poof was an artillerist, disposal expert, and tank commander, as well as a Jedi Knight. Just over one year ago, Chandrila joined the Galactic Alliance during a period of public unrest. BGen Poof and his command tank were dispatched to a hostage crisis to consult on explosives disposal. Believing that he had a clear shot at the hostiles, BGen Poof fired one shot from his tank's main laser cannon. Several hostages were killed. BGen Poof was arrested with prejudice.
  • BGen Poof underwent an expedited court-martial under extreme public and political scrutiny. Chandrilan civilian authorities served on his court-martial board, among other irregularities.
  • BGen Poof was charged with manslaughter, murder of foreign nationals, excessive use of force, reckless endangerment of non-combatants, reckless operation of an armored vehicle, and conduct unbecoming of an officer. He pled guilty to all charges except murder of foreign nationals, which carries a 25-year mandatory minimum sentence. He was found guilty on all charges and sentenced to 25 years in military prison. (See Appendix A.)
  • Elements of Gungan civil society believe that the GA's desire to annex Chandrila may have influenced the conduct and outcome of the trial. Public protests have taken place in Otoh Gunga and Spinnaker.
  • Members of the Gungan Rep Council approached DG Ajira Cardei unofficially. DG Cardei visited BGen Poof in prison and questioned him about his trial and treatment. She found his treatment satisfactory. (See Appendix B.)

Recommendation(s): BGen Poof is a Naboo citizen. His trial showed significant irregularities which may speak to to the relationship between the GADF and independent planetary governments within GA territory. Gungan civil society and elected authorities are discontented. Therefore, His Majesty's Office may wish to consider interceding with Galactic Alliance authorities on behalf of BGen Poof.

Issue: RNS Jamillia and escorts participated in a Galactic Alliance humanitarian mission at Barkhesh. RNS Jamillia encountered two First Order Star Destroyers and obtained comprehensive scans.

Current Status: Tensions between FO, GADF, and Theed Hangar vessels were resolved with a social meeting. GADF has secured the Barkhesh system. Theed Hangar now has complete data on two previously unknown First Order warship classes.

Background:
  • GADF forces and a public/private partnership began a two-pronged humanitarian and intelligence gathering mission to Asmeru and Barkhesh, two planets very close to First Order borders.
  • RNS Jamillia and two Handmaiden-class escorts (RNS Ajacar, RNS Velit) joined the mission to test sector-wide probe net capabilities and to provide updated navigational data to the Barkheshi authorities.
  • FIV Challenger approached Barkhesh, triggering several SIARC hyperspace monitoring probes. RNS Jamillia deployed INCIS customs and interdiction probes to the outer system. FIV Challenger was forced to decant outside extreme weapons range of RNS Jamillia and the civilian vessels over Barkhesh. FIV Challenger began aggressive interrogation of the Theed Hangar vessels and of the GADF flotilla (led by ANS Rebel's Hope). RNS Jamillia stated its allegiance and mission, and requested that the First Order label Naboo telesponders as neutral. FIV Challenger began to scan all vessels. RNS Jamillia used its specialized sensors and INCIS probes to scan FIV Challenger in depth.
  • FIV Nemesis, under the command of Admiral Tanomas Graf, entered the Barkhesh system near FIV Challenger. RNS Jamillia scanned FIV Nemesis in depth. FIV Nemesis ordered FIV Challenger to stand down.
  • After extended negotiation and brinkmanship between GADF and FO forces, a third party proposed a social meeting aboard a neutral ship. RNS Jamillia's commanding officer attended the meeting.
  • FO forces withdrew from Barkhesh, and the GADF has secured the system.
  • Theed Hangar now has comprehensive scans of two previously unknown First Order capital ship classes. Reverse engineering, threat analysis, and weakness identification are underway.

Issue: Security breaches in Theed have been tentatively linked with Animus Malgus/Darth Mythos, former RNSF officer and former King of Atrisia. Malgus has been confirmed killed during the Battle of Atrisia.

Current Status: Sources confirm that Malgus committed ritual suicide during the GADF attack on Atrisia. His teenage son, Adas, has inherited the throne. It is unknown whether Naboo is still at risk.

Background:
  • Animus James Malgus (alias Darth Mythos) was a Naboo citizen who served with distinction in the RNSF as a Theed Hangar pilot. In later life (see Appendix A) he became a Sith Lord and the King of Atrisia. He defended Naboo against the Techno Union and nurtured other connections with Naboo well into the reign of Feena Mason.
  • Theed Hangar strategic security analysts believe that last year's security breaches in Theed were linked to Malgus and his associates (see Appendix B ).
  • DG Ajira Cardei traveled to Atrisia unofficially. She arrived as Malgus reclaimed the throne of Atrisia. Local contacts indicated that Malgus and his associates may have been involved in the Theed security breaches.
  • A GADF fleet, supported by a Theed Hangar scanning/recon presence (note to follow), arrived in the Atrisian system to investigate Malgus. Ground emplacements attacked the GADF forces. DG Cardei was evacuated by Galactic Alliance personnel, with the assistance of the Queen of Eshan, Spencer Varanin. GADF sources confirm that Malgus committed ritual suicide along with several of his closest friends and advisors.
  • Malgus' young son Adas took the throne, led his father's loyalists and fanatics against the Jedi, and was defeated and deposed.

Issue: A Naboo scanning flotilla supported a Galactic Alliance Defense Force (GADF) police action against a Sith uprising on Atrisia. Naboo forces sustained heavy losses during a hyperspace anomaly. The Republic assisted the Sith, laid an illegal minefield, and destroyed Naboo sensor probes.

Current Status: RNS Jamillia has rendezvoused with a flotilla from Abregado-Rae and moved to the secure Dahrtag system.

Background:
  • GADF Intelligence received multiple reports of a major force buildup in the Atrisia system. The vessels were believed to be One Sith in origin and commanded by various independent Sith Lords. A GADF fleet moved to Atrisia to investigate the reports and suppress the potential Sith presence. At the GADF’s arrival, the bulk of the Sith forces scattered and abandoned the system. Agencies on the ground deployed planetary shielding and planetary turbolasers, which fired the first shots of the engagement.
  • A Naboo flotilla accompanied the GADF fleet. The Third Patrol Group (one light carrier and two escort corvettes) entered the system behind the GADF position. Once the Third Patrol Group had verified the situation was secure, RNS Jamillia and two more escort corvettes joined the Third Patrol Group. Overall command of the Naboo presence was held by Lady Shambleau, principal aide to DG Cardei.
  • RNS Jamillia deployed intrasystem and interstellar probes, and began providing SIGINT support to the GADF. Naboo forces remained outside the battle. They did not engage Sith forces and were not engaged.
  • A Mandalorian flotilla arrived to support the GADF.
  • RNS Jamillia analyzed the planetary shield for weaknesses. GADF, Mandalorians, and Underground assets disabled the planetary shields.
  • It is believed that Animus Malgus/Darth Mythos, who had recently staged a coup on Atrisia, led his followers in ritual suicide to create a hyperspace event known as a ‘Force Storm.’ The event surrounded Atrisia. Most parties in orbit sustained heavy losses. The entire Third Patrol Group was destroyed, along with RNS Jamillia’s escorts and the crew of its towed sensor array. RNS Jamillia had been outfitted with a new, advanced navigational system, the Olie AGS. RNS Jamillia performed a high-stress microjump to the outer system, taking damage to its primary hyperdrive.
  • RNS Jamillia deployed further probes and served as a rally point for surviving Naboo scout ships and starfighters. RNS Jamillia contacted surviving GADF forces, as well as DG Cardei, who had been on Atrisia investigating the link between Animus Malgus and the recent security issues on Theed. DG Cardei was evacuated to RNS Jamillia by forces from Abregado-Rae. DG Cardei relieved Lady Shambleau and took overall command of both RNS Jamillia and a reinforcement flotilla from Abregado-Rae.
  • DG Cardei moved insystem to allow the Abregado-Rae flotilla to deploy its dropships through a safe route. A resurgence in the hyperspace disturbance destroyed one Abregao-Rae vessel. DG Cardei ordered the combined flotilla to the secure Dahrtag system.
  • Interstellar probes deployed to the Cuvacia system detected Republic vessels repairing an escaped Sith vessel, the Imperator II-class Star Destroyer Chimaera. When GADF forces arrived, Republic forces refused to answer hails, fired on the GADF, and destroyed both Naboo probes.
  • DG Cardei directed two more probes to the Cuvacia system. They detected a second Republic force, which had also engaged the GADF and laid a minefield in civilian shipping routes. The minefield destroyed both Naboo probes.

Issue: Following announcement of a bounty against the rogue Republic elements responsible for destroying Naboo assets, a terrorist attack on Theed Spaceport caused heavy casualties.

Current Status: Relief efforts are ongoing. Theed Hangar is spearheading increased security measures. Lady Pyne of His Majesty’s Office has identified the perpetrator as Suravi Teigra, former Supreme Commander of the Republic. A re-formed Republic has disavowed Teigra’s actions and pledged aid.

Background:
  • As noted earlier, Republic vessels destroyed four Naboo probes in the Cuvacia system, two directly and two through an illegal minefield on shipping routes.
  • On behalf of His Majesty’s Office, Lady Pyne issued a statement condemning the action and issuing a modest, symbolic bounty for information leading to the arrest of those responsible.
  • Shortly after Lady Pyne’s announcement, a YT-1300 entered the Naboo system with a legitimate cargo of foodstuffs. It is now believed that the cargo hold also contained a number of empion mines, the same type used to neutralize two of the probes lost in the Cuvacia system.
  • It is not known how these mines went undetected by orbital scans. Discrepancies with the shipping manifest were noted by spaceport sensor operators during the freighter’s final approach. The freighter was rerouted to a secure landing pad on the edge of the spaceport for in-depth inspection.
  • As soon as the inspectors came aboard, the mines detonated, blanketing much of Theed Spaceport in a crippling electromagnetic pulse.
  • The independent AA-9 transport Star of Ranroon, normal passenger complement thirty thousand, suffered catastrophic failure to its repulsorlifts and intertial dampeners, among other systems. It fell seventy metres from its open-air dock. Current casualty estimates are in excess of fifteen thousand.
  • The search and rescue cutter Gilead suffered catastrophic failure to all systems. Its crew made a dead-stick landing. However, two patients were killed by the electromagnetic pulse, one due to pacemaker failure and the other due to the collapse of an urgent-care stasis field.
  • At this time it is believed that no other casualties took place within Theed Spaceport. The electromagnetic pulse was not sufficient to affect Theed in any serious way.
  • Simultaneously with the assault, Theed authorities received a message containing an unknown symbol and the phrase ‘closer than you think.’
  • Investigation revealed that the YT-1300’s flight plan was genuine and its operator probably innocent. Lady Pyne of HMO confirmed that the operator had been mentally influenced without his knowledge or consent, and identified the perpetrator as Supreme Commander Suravi Teigra of the Republic.
  • At this time it is believed that Teigra was also involved in the incident in the Cuvacia system.
  • Lady Pyne updated the bounty to reflect Teigra’s involvement.
  • Theed authorities were contacted by a Jedi Knight named Nicolas Thorne, a representative of another splinter faction of the Republic. While Teigra’s faction is believed to have most of the former Republic’s military assets, Thorne’s faction is in possession of the Republic’s treasury and a good deal of public support. Thorne’s faction is being considered legitimate at this time. Thorne pledged relief aid and disavowed Teigra’s actions.

Issue: Naboo envoys have finalized an agreement with [member="Nicolas Thorne"]'s faction of the Republic. RNS Jamillia obtained highly detailed scans of Thorne's vessel. Thorne appears to have met with the envoys in good faith. It is recommended that his faction be considered the legitimate inheritor of the Republic's authority.

Current Status: The negotiation concluded successfully. Thorne followed through with his pledged aid for the victims of the Theed Spaceport attack, and has offered assistance in tracking down Suravi Teigra.

Background:
  • Nicolas Thorne is a Jedi Knight and a co-leader of a Republic remnant group. His faction's assets are believed to comprise a small wandering fleet, a significant fraction of the Republic's budget, and very few Jedi.
  • Thorne brought a single Jedi corvette to the negotiation. With weapons deactivated, Thorne opted to enter firing range of a significant GADF force.
  • RNS Jamillia subjected the corvette to intense scans and obtained significant data on the vessel's capabilities. It is virtually certain that Thorne's vessel detected these scans, but made no response.
  • Thorne and his associates met with Lady [member="Jamie Pyne"] of His Majesty's Office. The meeting experienced no security issues and concluded on a positive note.

Issue: An armed group calling itself the Galactic Imperial Regulators (GIR) broadcast a public recruitment invitation from Lok. Seventh Patrol Group investigated and determined the GIR to represent a minimal threat. However, the Black Tie Syndicate intervened.

Current Status: The GIR is considered nearly defunct. The Syndicate's presence is cause for concern due to statements made by its representative.

Background:
  • The GIR is a paramilitary organization operating from Lok, within striking distance of Naboo. Its leader is Admiral Lanoitan Draugria, a Besalisk. The GIR is not believed to have sufficient assets to constitute a threat.
  • According to Admiral Draugria, the GIR provides armed assistance to independent worlds under threat.
  • A fleet comprising three Sevrance-class carriers and one San Hill-class Star Destroyer delivered a representative to meet with Admiral Draugria. The representative was a petite human or near-human female, wearing a distinctive breathing apparatus. This individual, or one much like her, has been noted at many incidents galaxy-wide. Though she identified herself as 'Miss Bonzai of the Vagrant Merchant Fleet,' there is little doubt that this is the enigmatic Miss Blonde of the Black Tie Syndicate.
  • The representative made veiled threats against Naboo and demanded that the Theed Hangar envoy and forces withdraw. Seventh Patrol Group left the Lok system immediately.

Issue: DG Cardei of SSB visited Kiribi covertly and then publicly. In private, she persuaded high-ranking Kiribian sources to provide classified files on Suravi Teigra and all known associates.

Current Status:
  • The TERMAGANT file now contains in-depth Kiribian dossiers on Teigra and other potential contributors to the Theed Spaceport attack, as well as a transcript of a lengthy secret meeting between Teigra and Kiribian President Blake, dated after the attack. TERMAGANT clearance has been made available to interagency contacts spearheading the investigation.
  • DG Cardei has verified that the Kiribian President was not involved in the attack.
Background:
  • Suravi Teigra has extensive personal and professional history on Kiribi, and has been a longtime friend of the current President, Carlisle Blake. Under political pressure, Blake disavowed Teigra's actions (primarily her support of the Sith and attack on the Alliance) and named her a traitor.
  • In advance of an official meeting with Blake, DG Cardei traveled to Kiribi under a cover identity. Through reliable sources, she procured a transcript of a secret meeting between Blake and Teigra. The meeting took place between the attack and Blake's public disavowal of Teigra. During this meeting, Teigra urged him to denounce her as part of a coordinated plan.
  • DG Cardei left Kiribi and returned publicly for her official meeting with Blake. In private, DG Cardei used the transcript to pressure Blake's Chief of Staff into releasing the files in question.
  • The classified files come from the highest echelons of the Kiribian government and are believed to be reasonably complete.

Issue: An S-3 reconnaissance craft penetrated First Order territory and retrieved in-depth scans of the Varunda system, as well as a sector command station and a previously little-known model of patrol craft.

Current Status: The INCISOR file now contains medium-range scans of a First Order station in orbit of one of the moons of Varunda. The station is battlecruiser-scale and is believed to provide sector-level comscan and fleet support functions. The INCISOR file also contains close-range high-intensity scans of a First Order patrol craft. The First Order appears to have a moderate to minimal ground presence on Varunda IX. The S-3 pilot has exfiltrated from First Order territory. No shots were fired on either side.


Background:
  • Varunda IX was selected as an intelligence target due to its proximity to the Galactic Alliance, its population (in excess of four billion), and its accessibility via little-known hyperroutes in the former Omega/Fringe Neutral Zone.
  • The S-3 scout is a single-seater, long-range light fighter specced for probe deployment. An S-3 loaded with SIARC, INCIS, EXPARC, and SUREC probes was dispatched to Varunda IX via obscure routes.
  • The scout, designated Stiletto 1, deployed three SIARC probes and two EXPARC probes on slingshot courses around the moons of Varunda, including Varunda IX. Stiletto 1 undertook focused scans of the largest population centre on Varunda IX.
  • One EXPARC probe was damaged in a collision with a First Order shuttle in Varunda IX orbit, triggering an investigative response. A patrol craft designated Archelaus microjumped to Stiletto 1's location. Archelaus ordered Stiletto 1 to accept boarding and come to the nearby station for customs processing. At the time Archelaus did not identify Stiletto 1 as a Galactic Alliance vessel.
  • Archelaus likely obtained good-quality scans of Stiletto 1. However, the S-3 is a simple and unexceptional probe deployment vehicle.
  • Stiletto 1 opted to flee in realspace to give the remaining probes more time to obtain comprehensive scans of the station and Varunda's system of moons. Archelaus did not pursue Stiletto 1.
  • The station launched an estimated six squadrons of TIE starfighters, model unknown, and generated a powerful long-range communications jamming field. The EXPARC and SIARC probes continued to report to Stiletto 1 via tightbeam communications suites without difficulty.
  • Stiletto 1 remotely scuttled all probes and exfiltrated from First Order territory.
