Description:
The Black Widow is a stationary anti-aircraft gun that can be used to defend various locations, such as military bases and command centres (in times of war). It comes equipped with four (4) laser cannons, two on each side, that are fully automatic. The AA is built on a circular platform, to give it more stability when firing it's cannons, and on a swivel mount to incorporate a three-hundred and sixty (360) degree radius. Despite it's effective range of fourteen (14) kilometers, the cannons need a two (2) minute cooling down period once it releases it's three-hundred and fifty (350) rounds; which it must do once it begins firing.
The Black Widow comes fully stocked with two (2) types of sensors, the aerial and infrared motion. With the two sensors and the cannons linked to the advanced targeting computer, it will automatically start firing at any in-bound hostile aircraft that it's radar picks up in an eight (8) kilometer radius, which in that window the IFF transponder will kick in.
The Black Widow comes with a force dome that encompasses the battery in a two point five (2.5) meter radius. However, the force dome is not without it's weak point. The force dome will hold it's strength against the occasional hits, but under consistent fire the shield will shut down; and a ten (10) second recharge period commences, which after the recharge period is concluded the force dome comes back online at full capacity.

Laser cannons, as do blaster cannons, have reduced range in comparison to physical projectiles, and most physical artillery emplacements that are roughly this size have a range around this size - though those artillery which do are not for anti-air, rather for ground combat, as anti-air is generally a much shorter range. That being said, the majority of the atmosphere of an Earth-sized planet is within 17 KM from the surface of the planet (80%), which is where most anti-aircraft turrets will target ships at - and is outside of the distance most sensors can accurately pick up targets from. The largest range I have found on a ground-based laser cannon is the 1.4 FD P-Tower, used in the battle of Hoth, with a 10 km maximum effective range for long-range models.

I am looking for no greater than 13-15 km in range.

I assume that because this is designed for anti-air that it isn't very suitable for ground warfare, how effective is this against ground vehicles and personnel?

Just as a small note, generally anti-air systems are incredibly effective against infantry, mostly because of the way they function. So if the turret is able to actually swivel and point at the ground, it would be pretty effective against people.
