Most would suspect that Medon was expecting a win or that he was at least prepared for his victory as Viceroy to District 11 of the CIS. Contrary to that assumption, Medon had no idea that he was even running for office when he got the victory notice from the Leadership Council. Apparently, those Medon had left behind to rule over Utapau in his absence, while he helped start the CIS's Species Council, had put his name forward as a candidate for Viceroy. They had even gone as far as to start buying advertising space on the streets and time slots on the air of every planet in District 11. Why they neglected to mention this was beyond him, but he supposed he couldn't complain when he had one the Viceroy position in a total and utter landslide.

Upon speaking to those who ran is election campaign, Medon discovered that most advertising was being done on every planet besides Utapau. That was not surprising in the least, Medon was the only leader they had known in Pau City for ages and his work with the Combine had made him a familiar and respected face. Even the other planets of District 11 had heard of Medon's exploits for alien rights and that gave him a huge advantage, thanks to the massive alien population of the 11th district. While all this was fine and dandy, Medon was at somewhat of a loss. His fight for alien rights had ended with the absorption of the Combine into the CIS and the subsequent creation of the Species Council. What else was there for him to do? It was something he puzzled over on his trip back to Utapau, how could he better his planet and District 11 as a whole?

That's wen it hit him. Medon was alive for some of the pre-darkness days and was well versed in how nations and planets conducted logistics work while rebuilding the war torn galaxy. During the darkness he was tasked with preserving his people, discovering solutions to problems and maintaining defenses. Then, as Combine leader, he grew very well versed in politics and industrial capacities. It was all there for him to grab hold of, he was going to create something marvelous. The Combine was a failure in its initial goal but in the long-term was a success, but Medon was more motivated then ever to start work on something else much bigger than himself. After studying up on the planets he would be in charge of looking after, he discovered a huge opportunity for an industrial boom. It would seem that the Confederacy was to busy trying to keep itself in existence to worry about something like nationally owned factories, as most of its equipment was bought through private industry. Yet, out in the reaches of District 11, were multiple opportunities for profit and production just waiting to be utilized.

Thus was the beginning of Medon's ambition to create a new order in District 11, one based around the idea of Technocratism. It would be a unified government of all four planets that chose its leadership, not by election or bribe, but by who was the best for the position. He who was the best doctor would be made head of the medical research fields, the best commander as the secretary of defense and so on. When the new government was in place, Medon would begin creating an industrial powerhouse that would fuel the CIS while making his district a very important military asset that would result in increased military presences. That presence would assure the security of his planet and the other planets of his district. It was a solid plan, but the only way he could even imagine getting it done was by assuring that each planet worked in a tight and unified group.

Cooperation would be key and without it, there was no point in even trying to go about this. Getting each planet to agree upon creating a unified government would be the hard part, but after that it would be easy to begin the massive industrialization of District 11. Thus, Medon began to multi-task very quickly during his trip. He was to meet with the leaders of the planets in District 11 to discuss the future of the District under Medon and he needed to present a well thought out plot for a functional government. That was only part of the mission, however, for Medon knew that for a people to be unified that they needed a symbol they could all stand behind. He needed to create something unique and marvelous that would rally civilians and leaders alike to his cause, a flag that would symbolize all he wished to accomplish. So, he went to work to create a flag that represented what the Industrial Technocratic Union would be if it were signed into existence. Red symbolizing the brotherhood each planet would share through brave and heroic blood and black symbolizing production and strength while white would represent freedom and prosperity. From that idea, the flag of the the ITU was grown more and more into its finished form. Medon spent hours just drawing and coloring in on his datapad, sketching his idea so that he could present it to the leaders. The large cog would represent the bond between each planet while each smaller cog represented each planet individually as being apart of a well oiled machine that would break down if one were to malfunction. Finally, the Vratixan blood eagle would represent the pride and ferocity of the union when united as one.

Though it may have been early to create such a complex symbol for a government that does not yet exist, Medon felt that the sooner an symbol was introduced, the easier it would be for people to embrace it. Once his presentation was complete, the ship Medon was aboard was nearly to its destination. With a slight grin of self-satisfaction, Medon turned to the intercom and pressed a button on its control panel.

"Grand Marshal Rostu, could you please meet me in my quarters?" Medon spoke into the mic with a pleasantness to his voice.

The implementation of the Viceroy system was one that the Grand Marshal found essential for the survival of the Confederacy leadership. As the events of the signing of the government's Articles had revealed, housing every planetary leader in a single room was the definition of a bad idea. As such, the Viceroy system was the perfect means of assuring the will of the people, the decisions of the planetary leadership, and the safety of the worlds' sovereignties were all ensured. This day in particular, the vong-shaped Clone known as Genesis Rostu had elected to take a voyage to the eleventh district in order to pay a visit to the newly-appointed Viceroy. According to what he had heard, the man had won the election by a literal landslide, and as such the clone was confident that he was the right man for the job.

In time, the intercom sounded and the Grand Marshal made his way from the waiting room into the office of the Viceroy. He rendered a respectful inclination of his head and extended his right hand. "A pleasure to see you, Viceroy."

Medon rose to his feet as he heard the door slide open and the clone leader of the Confederacy walked in. With a respectful bow, Medon greeted the man "It is a pleasure to see you as well Grand Marshal." Holding his hand to a nearby couch, he spoke with a pleasant tone "Please, take a seat so that we may discuss my coming plans." The clone was a fierce leader, that much was certain, but Medon still doubted that he held an education high enough to fully realize his plans without thorough explanation. After all, the undertaking that Medon was about to set out on was epic in proportion and could lead to the most important event in CIS history to date.
