OOC Vision & Goal: The Rimward Trade League is a factional concept I've been thinking of for the past few years as a fun, original concept that can add a unique writing experience to the Chaos community. In a way, it's inspired by the parts of canon that don't get looked at much, as well as role-playing games like Traveller, novels like Honor Harrington, and other early space opera works. While many major factions focus on the "Wars" part of Star Wars, the League is meant to focus primarily on the "Star" part. It's to explore and develop the nature of being an interstellar society. More focus will be on the shipping, astrogation, spacer aspects than the military side. Let's go exploring. Let's chart new hyperlanes. Let's build rescue stations and hyperspace beacons. Let's talk about spaceships and the difficulties of moving cargo across thousands of light-years and maintaining robust economies when they rely on resources that can only be found in certain star systems and massive wars rip through the galaxy every five years or so.

IC Vision & Goals: The Rimward Trade League is a collection of autonomous star systems that have agreed to support each other financially, politically, and militarily. Collectively, they are dedicated to maintaining their own autonomy and strengthening their economic and political clout for the betterment of their society. That is the key goal. They have done this to make their territories, individually, and the Outer Rim/Mid Rim/Wild Space/ Unknown Regions, collectively, better places for sentient life. Thus, they champion the protection of universal rights for sentient beings, strong and free economies, freedom of movement, ending slavery, ending piracy, and making their regions safer, freer, and more stable places for society to flourish, with military action as a last resort if these are threatened.

Planetary Governments: With the League being composed of autonomous planets, there are tons of roles and possibilities for people who like worldbuilding and political shenanigans to write in-depth with a planet they really like. Work together with other League member-worlds to work out agreements, trade deals, exchanges, have competition between markets, whatever. As long as the world government abides by the League Charter, it's all good.

-Rimward Merchant Marine: The heart and soul of the League, the RMM is a joint venture created by the founding worlds of the League to improve and strengthen the backbone of the League's mission, its merchant fleets of captains and spacers ranging from massive corporate bulk freighters to the captain-owned tramp merchants. Starting with a collection of merchant marine academies to ensure all spacers are trained and equipped to handle the dangers of the Outer Rim to government-owned auxiliary cargo ships, there's room for all sorts of stories here. Inter-crew drama, the dangers of uncharted space, academy/college stories, captaining your own freighter. All possible and contribute to a rich, story-based environment.

-The Rimward Rescue Service: For when launching yourself into a hostile void with lethal particles, destructive vacuum, and countless other threats isn't enough of an adrenaline rush. The Rescue Service is the other half of the joint enterprises established by the League. It focuses on building up and training safety personnel for the RTL. They man rescue stations dotted across the Outer Rim ready to react to any crisis or emergency. Sort of a hybrid Coast Guard/Navy, it is the primary unified armed space-based organization within the Trade League, save when an armada is mustered from the League-world Defense Forces, they react to wrecks, collisions, fuel leaks, pirate raids, and any other threat to spacers that could arise.

-Outer Rim Development Corps: For those who prefer to keep their feet on solid ground, there is the ORDC, a legacy institution from the days of the Outer Planets Alliance, the Corps is a hybrid government/non-governmental humanitarian organization committed to building up worlds on the frontier left neglected by the great powers of the galaxy. They build infrastructure, develop clean water systems, survey natural resources, and other things essential for the development of frontier worlds where survival is the daily struggle.

-Defense Forces: For those of a strong military bent, there are the various planetary defense forces that vary in their type, organization, and style. Everything from very formal, ceremonial militaries to forces barely more than militia, any sort of niche can fit in here and leaves plenty of options for possible collaborations.

Members are free to create, develop, and write further organizations and groups that contribute to the overall vision and goals!

The Rescue Service is the other half of the joint enterprises established by the League. It focuses on building up and training safety personnel for the RTL. They man rescue stations dotted across the Outer Rim ready to react to any crisis or emergency. Sort of a hybrid Coast Guard/Navy, it is the primary unified armed space-based organization within the Trade League, save when an armada is mustered from the League-world Defense Forces, they react to wrecks, collisions, fuel leaks, pirate raids, and any other threat to spacers that could arise.

A smaller, more focused endeavor of the Rimward Trade League, the Rimward Rescue Service is the only standing armed service directly employed by the Rimward Trade League. However, their primary focus is not to be a standing Navy or military branch, but function primarily as the emergency response fleet for the League. Search and rescue, deep space salvage, and pirate interdiction are their primary roles. Operating out of a network of Rescue Stations, they patrol sectors of space and answer distress calls, sometimes organizing their cutters into flotillas to tackle particularly troublesome pirate fleets. Additionally, they are the primary enforcement agency of Rimward Trade League policies and regulations when it comes to starship safety, League taxes, and navigation. They maintain the network of hyperspace navigation buoys, hyperlane boosters, and other intersystem infrastructure.

Unlike the more diverse merchant-marine, the Rimward Rescue Service is a highly organized, centralized organization led by a Commandant and with a chain of command leading down to the greenest recruits. In addition, their various training academies and recruit training bases operate on the same curriculum and utilize the same structures and ranks. As a result, members of the Service are highly trained, competent, and capable of serving in their capacity aboard any RRS vessel, regardless of the size or type, or base station.

Members of the RRS have both a rating and a rank, with rating representing their job, and rank their experience and level within the organizational hierarchy. The ratings are divided into five categories- Command, Engineering, Medical, Rescue, and tactical. These represent their specific job focus, with more detailed ratings existing within that signify their specific job specialty, although there is crossover between them at times, and all tend to serve aboard the same vessels.

Not all the Jedi have left the Outer Rim and galactic frontiers. A small contingent of Jedi remain, called to the Rim and its plight. Few in number and oprating alone or in pairs, they are the champions of hope, guardians of justice, and symbols a better future longed for by so many. They are knights-errant and wandering paladins, fighting injustice where they find, holding back the Dark Side, and bringing relief to those who request it. Yet for them, there is a great symbolism in their role, balanced between the wildness of space and the civilized worlds closer to the Core. They maintain the balance and seek it within themselves, following the journeys to enlightenment across whatever frontier world, asteroid outpost, or deserted space lane it takes them. Led by a small council of experienced Masters and Knights, they roam the League and Outer Rim searching for injustices to correct, wrongs to right, and to perform fearless deeds to help guide them into a deeper knowledge and reliance on the Force.



The Jensaarai:

Founded centuries ago during the Clone Wars, the Jensaarai originally consisted of a small band of Jedi who defected from the main Jedi Order to more closely study Sith teachings and philosophy. While the most powerful fell to the Dark Side and were killed in battle against Jedi Knights, the rest never fell to the Dark and slowly developed a hybrid style that blended Jedi teachings and Sith techniques without ever falling to the Dark. Now, a thousand years later, the Jensaarai are led by Saaraai-Kaar Veino Garn. They operate in secret out of Susefvi and the surrounding sectors, serving as silent guardians, Light-sided agents, and sentinels against the Dark Side and tyranny, with strong ties to freedom fighting movements across the galaxy. Eschewing the robes of Jedi, Jensaarai prefer to use hand-made, Force-imbued cortosis armor suited to the individual to both hide their identity from the public and protect themselves in combat. Primarily alignments are neutral-good/chaotic good/ true neutral, but strong Light-aligned. Sort of like Batman in philosophy and practice.

A small sect of Jedi established by Jedi Master Tiland Kortun, they are primarily itinerant monks, with a hidden monastery on a hidden world past the edge of the galaxy. They wander the Outer Rim, going wherever the Force guides, to help the poor, the downtrodden, the oppressed, and those in need of a little hope. Practitioners of the Way of the Light Hand, the philosophy eschews lightsabers in favor of a unique martial arts style, members are often anonymous and indistinguishable from any other number of pilgrims and Outer Rim inhabitants, but are known for their tea-brewing, calligraphy, embroidery, and other meditative crafts they use to sustain themselves as they travel.





Wardens of the Sky

An ancient tradition whose origins are long lost to history, the Wardens are considered by some to be myths or legends, objects of stories whispered by half-drunk spacers, but they do exist. They have no base, no leader, no identifying features. Often looking like the ordinary members of a crew, they protect space lanes and shipping crews against pirates, environmental hazards, and other threats. Carrying no weapons except perhaps a blaster, they use the Force and their hands and feet. Considered by members of the Merchant Marine to be the patron guardians of the League, many hope to someday meet one of these Wardens, but they prefer their privacy and their secrecy, using their skills and powers only when absolutely necessary.

The RMM is the core of the Rimward Trade League, both IC and OOC. While the League itself is managed by representatives of the various member-worlds, much of the actual day-to-day work is accomplished by the merchant-marine spacers and longshoremen. They're the ones who ensure standards and regulations are met in their day to day lives and push the boundaries of interstellar trade and cooperation with every daring hyperspace jump.

The RMM functions as a regulatory body more than a structured organization. Its most formal components are the network of spacer academies, starting with the Susefvi Space & Interstellar Academy, and including the new ones established after the League's formation. Beyond that, there is a advisory board established by the most experienced spacers from the various worlds responsible for studying and establishing regulations and standards for licensing, certification, and materials.

Spacers can acquire their licenses in various ratings which they can then use as evidence of competence and skills to any vessel they may wish to ship aboard, often offering better pay than they would have as an unlicensed spacer. There are no requirements to hire only licensed spacers or that they should be paid more, but the purpose of the RMM licensing system is to ensure that the Outer Rim and Rimward Trade League spacers are the best in the galaxy, highly skilled and qualified in their work compared to more Core-ward and other government competitors.

They do this through the academy networks for ship's officers and technical crew-members, as well as apprenticeship options for common crew positions. Every crewmember is trained in the foundations of all roles of a ship- ranging from engineering, navigation, gunnery, mechanics, and everything in between, with ratings for the various classes of ships, as well as emergency damage control, firefighting, medical first aid, evasive flying, deep-space rescue, and wilderness survival. More practical lessons like brawling and shooting are often learned in the various spacer's bars that crowd the streets around the academies and spaceports.

These are just examples, as the various academies have their own system of rating and qualification titles, based on their local culture, but all are guaranteed to meet the standards met by the Rimward Merchant Marine Advisory Board.

Members of the merchant marine might ship aboard corporate vessels, which are often more formal and strict, especially on the large vessels, or independent ships, or run their own. An infinite amount of possibilities await for storytelling!

For many of the people of the Outer Rim, autonomy is their greatest wish. Freedom from war, from intrusive governments, from the meddling and exploitation practiced by the Core and Inner Rim worlds for centuries. Such desires pushed the founders of these worlds and their descendants to migrate to the farthest edges of the galaxy on unsettled worlds, eschewing the comforts and luxuries of more advanced worlds for the chance to live their own lives on their own terms.

The Rimward Trade League respects that and holds the same beliefs. As a result, the League respects the full sovereignty and autonomy of its member worlds and does not interfere with the local governments. Instead, a council is appointed with representatives from every world to discuss and negotiate the interplanetary arrangements of the League. This council is responsible for appointing the heads of the League bodies, arranging treaties, and making large, strategic decisions from allies, declarations of war, and appointing a Commodore-General to lead any armada assembled in times of war from the various Planetary Defense Fleets and a Captain-General to lead any combined ground forces composed of assembled ground forces of the various Planetary Defense Forces.

The government itself is founded on the Rimward Trade League Charter which was drafted and signed by the initial founding worlds and any future member-worlds can sign on to in agreeance. Included in the charter are anti-slavery laws, anti-piracy agreements, mutual military aid agreements and how they are to be organized, common tax rates for goods, strategic goals, and a shared commitment to countering interference and colonization from Core world governments and corporate exploitation, as well as recognizing and authorizing the Outer Rim Sector Ranger detachments to have law enforcement jurisdiction across planetary borders when it comes to violating League laws, fleeing worlds in which they committed crimes, and organized criminal organizations. Standard sentient rights are affirmed, recognized, and enforced in the Charter, and a commitment to the voice and representation of the people. Despite being a Trade League, merchants and trade corporations have no privileged positions within the League.​

The main legacy organization from the now-dissolved Outer Planets Alliance, the ORDC has maintained its mission and government/non-governmental hybrid status. A sprawling civilian and scientific organization, ORDC has continued in its mission unhindered by the change in politics, with its primarily private and donation-based funding and NGO structure.

The focus of the mission remains the same as it was-- bolstering the development and stabilization of the Outer Rim and its worlds. With the formation of the Rimward Trade League, the Corps has taken on more responsibility and duties, helping develop the necessary planet-side infrastructure to help bolster the economies of under-developed frontier worlds.

Often working closely with the Rescue Service, the Corps also maintains and handles all planet-based emergency relief, disaster response, and planetside rescue missions for everything from earthquakes, volcanoes, explosions, and ecological disasters such as industrial leaks or crashed fuel tankers.

The Corps is primarily composed of technical professionals for both high-risk and high-skill positions, with volunteers composing the bulk of the Corps for more ordinary construction, surveying, and agricultural projects. As a result, only a small portion of the Corp's workforce is composed of professionals. All volunteers do go through the main training program in intercultural living,, first aid, languages, basic diplomacy and conflict resolution, and the technical skills required for their assigned project. As a result, volunteers who have completed their term are highly sought after by businesses and governments alike for their skills and experience.​
