SUBJECT: Threat Assessment, Galactic Level

Although the TYTHON CRISIS [SUBJ.4415] was supposed to be a galactic watershed event that would see the end of the Sith's terrorization of the Galaxy and the promotion of galactic stability, in the aftermath it appears that the opposite has occurred.

Sith and criminals grow bolder in the wake of Tython, and the Second Great Hyperspace War shows no signs of slowing down. With the Enclave’s territory in vulnerable galactic crosshairs, it is expedient that any and every potential threat to the Enclave be assessed and managed. Below is a summarization of all galactic entities of importance and their relative risk to the Enclave's security. All relevant reports and database entries have been attached, as well as recommended actions where I've taken the liberty to do so.

This took a while, so I'm going to be in the field in the while to stretch my legs. I'll leave the boring paperwork to you, [REDACTED].

BROTHERHOOD OF THE MAW
Status
: HOSTILE
Priority Risk: VERY HIGH
The organization responsible for near a galactic annihilation, the Brotherhood still remains a large threat to Mandalorian sovereignty despite the confirmed death of VIP #9794 [REP.0515]. Unconfirmed reports indicate that VIP #1175 has claimed the title ‘Dark Lord of the Sith,’ which would place them as VIP #9794’s successor as well as leader of the New Sith Order [ORG.121].

In addition, the Death’s Hand [ORG.028] remains a large threat. Not only is their military experience formidable as seen at Tython [REP.1518] and Mandalore [REP.1074] but they have the potential to draw more Mandalorians towards their fanaticism. In particular, VIP#6723’s unrecognized claim as Mand’alor [REP.0903] has drawn considerable support. VIP#6723 remains a priority target for all Karjr agents for capture and judgment for heretical practices.

Despite their overwhelming military strength, preoccupation with both Galactic Alliance and Imperial forces as well as the extreme distance between Mandalorian and Maw space lessens their immediate threat somewhat. However, it is recommended that routine surveillance operations continue in Maw territory.

ETERNAL EMPIRE
Status
: AT WAR
Priority Risk: MEDIUM
After the attack on Panatha [SUBJ.0680] hostilities between the Enclave and Eternal Empire have remained high and our nations are officially at war, despite the rather sparse engagement by either side in actual conflict.

Although the infrastructural damage from their surprise attack in Ra’Katha’s red coaxium [SUBJ.2836] refining infrastructure [REP.3091] has been repaired and exportation is back to pre-attack levels, the primarily economic damage incurred remains very high. The financial loss from destroyed or stolen red coaxium is estimated in the billions of credits.

Despite this, hostilities seem to be fading over time. This may be partially attributed to efforts by the Eternal Empire to distance themselves from Sith practices [REP.4609]. However the order for termination of all Eternal Empire assets within Enclave space remains, and monitoring of fleet movements and traffic between Eternal Empire-adjacent space and Enclave space remains heavily monitored in the case for another surprise incursion.

SITH-IMPERIAL REMNANTS
Status
: HOSTILE
Priority Risk: MEDIUM
The military strength of the Sith Empire remnant has severely decreased since its height in the immediate aftermath of the Sith Empire’s collapse. Their power was further decreased when VIP#6769 was captured by Karjr operatives [REP.0675]. However in the aftermath the Sith Incident on Kestri and subsequent freeing of VIP#6769 [SUBJ.1215] the threat level of Sith-Imperial Remnants has increased somewhat.

VIP#7318 remains at large and while a top priority target for elimination for high crimes against the Mandalorian people, their threat constituted against the Enclave has diminished over time.

The Sith incursion on Kamino [REP.8691] provided a large quantity of key intelligence, including navigational records giving approximation of sectors that could contain Sith Imperial remnants. Notably these sectors were once under control of the former CIS, which could hint towards possible collaboration between Sith-Imperial and CIS Remnants. However, the somewhat inconsequential military prowess displayed at Kamino reduces any immediate threat posed by Sith-Imperial Remnant forces. However, surveillance should be increased to identify any remnant activity so they may be eliminated.

HUTT SPACE CONSORTIUM
Status
: HOSTILE
Priority Risk: HIGH
As the power of the Silver Jedi Concord [ORG.006] continues to wane, their former holdings in the Outer Rim are falling to the increased influence of spice cartels and criminal syndicates [REP.4450]. The chief of these is the Hutt Space Consortium [ORG.063] which intelligence suggests is an alliance of multiple syndicates rather than one clandestine organization.

The Consortium includes, among others, syndicates [ORG.175, ORG.256] which have participated in skirmishes with Enclave forces [REP.2091] before the founding of the Consortium. Intelligence indicates that VIP#4008 is the primary culprit behind rising Hutt influence and is a top priority target for all Karjr.

While not able to pose any military threat to the Enclave, the Consortium’s criminal activity has the potential for the further destabilization of Outer Rim. Spice-related incidents with Karjr have increased tenfold [REP.8671, REP.8722, REP.8903] and are still trending upwards. Better surveillance and more sanctioned operations are needed to effectively root out the Consortium should they continue to be a threat.

ORGANIZATION 801
Status
: HOSTILE
Priority Risk: HIGH
Unfortunately as [ORG.801] was not a recognized entity until the Lyran IV operation [REP.9806] there is little intelligence as of yet to report. What we do know is that the unidentified organization is an influential crime syndicate with Coreward ties that, as the Lyran IV operation exposed, could be deeply entrenched in Enclave territory. The extent of their operations is unknown but probability suggests that they include typical intragalactic criminal activities.

More covert surveillance operations required.

GALACTIC ALLIANCE
Status
: ALLIED
Priority Risk: LOW
As the only Galactic Power that we share a mutual defense treaty with, the immediate threat that the Galactic Alliance [ORG.005] faces to the Enclave is minimal. However despite this alliance, the relationship between the Alliance and Enclave can be observed as strained. Neither party has quite made good on the terms of the treaty signed, besides the Tython Accords [SUBJ.6695] which is a separate document.

Goodwill established over a half-decade ago can only go so far, and the history between the Jedi Order and Mandalorian people holds a high amount of bloodshed and animosity from both sides [SUBJ.6690]. However, with both the Enclave and Alliance facing more pressing existential crises, the risk of conflict is very low. Routine surveillance continues to monitor both Alliance military strength and trends as well as progress on the Core front of the Second Great Hyperspace War.

THE EMPIRE
Status
: FRIENDLY
Priority Risk: MEDIUM

While the relationship between the Empire [ORG.003] and Enclave can be described as friendly and there is observable favor from one of the Empire’s Triumvirs VIP#6784 towards Mandalorians, the Empire’s policy trend and military might cannot be ignored.

Simply put: if it is in the Empire’s best interest to wage war with Mandalorians, they would do so with little hesitation. Their inability to maintain cooperative relationships with Allies [REP.2219, REP.7066] as well as increasing tensions between the Empire and Alliance put the Enclave in a tricky foreign relations position.

Despite our exponential growth in manpower and material, any direct or prolonged conflict between the Enclave and Empire would likely have a favorable outcome for the latter. Effort towards ensuring good relations must continue so that the Enclave’s focus can remain on more pressing issues. Increased surveillance is advised to be better informed of Empire policy and potential military weak points.

ELYSIUM IMPERIUM
Status
: NEUTRAL
Priority Risk: LOW
Our immediate galactic neighbors, limited trade continues between Imperium [ORG.035] and Enclave space. Despite their signature firebrand messaging across the holonet, no aggression has been observed from the Imperium military; on the contrast, it seems that their leadership is favorable towards Mandalorians, given past interaction with [ORG.207].

The Imperium is continually monitored due to the circumstance of sharing a galactic border, but surveillance is only routine and any aggression would be unexpected. Additionally, any realistic threat that the Imperium could impose on the Enclave is low with its military estimated to be of limited capabilities, given both the resources available to the Imperium and its relative newness to the galactic stage. However, conflict is undesirable as it would be a waste of material for both factions.

SILVER JEDI CONCORD
Status
: NEUTRAL
Priority Risk: VERY LOW
Once one of the major galactic powers, the Silver Jedi Concord [ORG.006] has diminished considerably in influence on the galactic stage. This phenomenon can be linked to several events, including prolonged conflict with the Bryn’adul [ORG.048, SUBJ.1006] and the Jedi schism between the New Jedi and Silver Jedi Orders [SUBJ.0744].

As their power has decreased, so too has their ability to pose a threat to the Enclave in any military sense. Intelligence suggests that the schism between Silver Jedi and New Jedi leadership further hurts their ability to mobilize, and surveillance has found them increasingly reclusive [REP.2104, REP.5203] and recent cession of Outer Rim territory to the Hutt Space Consortium [ORG.063, REP.4450].

The Silver Jedi in their present state should not be considered a threat, but they should continue to be monitored in case they manage to marshal similar power to what they displayed before.

RIMWARD TRADE LEAGUE
Status
: FRIENDLY
Priority Risk: NONEXISTENT
The Rimward Trade League [ORG.203] boasts no relative military strength [REP.6087] and the conglomeration of Jedi and associated force users in the given sectors also do not pose a relative military threat.

Conflict between the League and the Enclave is extremely unlikely as both factions are committed to the promotion of stability in the Outer Rim. While routine surveillance should continue, the League — particularly their Jedi peacekeepers — could prove to be a useful ally against rising criminal cartels and other factions in the Outer Rim.

ASHLAN CRUSADE
Status
: FRIENDLY
Priority Risk: MEDIUM
The Ashlan Crusade [ORG.116] may be allies in spirit of the shared hatred between the Ashlan and Enclave for the Sith, but their fanaticism poses a risk for relations. As previously stated there are high levels of animosity between Jedi and Mandalorian given our shared history [SUBJ.6690], and at any point the Ashlan’s crusade could look towards Enclave territory, legitimate provocation or not.

The best policy would be increased surveillance of Ashlan territory as well as goodwill negotiations that would point the Jedi crusaders elsewhere. They may be a potential risk, but too much precaution can spoil what would otherwise be a cooperative relationship.

CONFEDERACY REMNANTS
Status
: HOSTILE
Priority Risk: NONEXISTENT
Since the collapse of the Confederacy [ORG.009] in 873, remnant elements of the CIS military have been a minor threat during expansion into formerly-Confederate systems. However all known CIS remnant organizations in Enclave space have been terminated [REP.1507] and are considered non-threatening.

Whereabouts of Confederate leadership have been tracked into deep wild space, where limited surveillance reports a rump state [ORG.1037]. Given this successor state’s military might struggles against nomadic pirate fleets [REP.2516, REP.5705], the threat of incursion remains limited although the blatant promotion and use of Sith titles by leadership warrants further surveillance.

A certain VIP#3897 was confirmed present during the raid by Sith-Imperial remnants to free previously captured VIP#6769 [SUBJ.1215]. Given VIP #3897’s level of involvement in the late Confederacy’s government and unconfirmed relationship links between the two, this could hint towards possible collusion between Sith-Imperial and Confederacy remnants.
