Eternal Empire's
Character Creation Guide

It is never the easiest to join a Major Faction or a larger minor, but there are a lot of different opportunities for players in these places. Not sure what your options are and in what groups you can create characters? Hopefully this guide will help everyone. Of course, this is just a guide, whatever other character we are happy to see. And if you have any questions, feel free to contact the faction staff, and we’ll be happy to help with character creation and character insertion into our story and narrative.

Faction Roles


STRATCOM and Imperial Assembly

Every state, even a militaristic state, needs a government and a staff. STRATCOM is essentially the High Command, they are the leaders of the state (after the emperor / Empress), the Overseers (minister) who are responsible for the state. The Imperial Assembly is the Senate of the Eternal Empire, where the Barons and Baronesses (Moffs) decide on military and state issues and what will happen in the empire. The scene of politics and intrigue. Each Baron and Baroness is responsible for his own planet, representing them before the Empire. They are the ones who maintain stability in the Empire. Of course, they are all high-ranking military personnel.

Eternal Fleet

The fleet of the Eternal Empire has really strengthened recently, it has not been so significant before. The former ruler did not consider the development of the fleet so important, but rather that the army reached its destination as soon as possible. That has changed, and it is now very important for the fleet to be modern and effective. In recent years, the Empire has acquired countless new ships and built a powerful fleet. These, too, serve the purpose of enabling the Eternal Empire to maintain order and peace in the Unknown Regions. Countless positions await those who want a position here, fighter pilots, officers, captains, admirals. To aim for the stars!

Eternal Army

The Eternal Empire has always been famous for its army, one of the strongest and most experienced in the Galaxy. Most of the inhabitants of the Empire were or are members of the military, as this was necessary for one to be a full citizen and to receive all rights. The army is divided into several different parts, yet the largest part of the army is the Planetary Defence Force, who nearly never leave the planet where they live or serve. They must maintain peace and order there on that planet, usually. However, there are far more specific groups than these who are not just simple mass soldiers, but much more than them. Members of the military (including those who are already retired) are full citizens, able to carry arms and vote on matters affecting the state anytime, anywhere. The minimum period of military service is two years, after which someone can become a full citizen. Not only soldiers are housed in the military, but also military scientists, engineers, or military doctors. So one can think on a much larger scale than just having ordinary soldiers here, or the Eternal Empire has a or the 103rd Battle Droid Regiment as well.

Ultranaut Corps

The legendary Ultranaut Corps, whose practice and qualifications match those of the Mandalorian warriors. They make up the main army of the Eternal Empire (stormtroopers, only better). They are the ones the Empire will take to war, fighting other states. They have very rigorous and tough training, during which they become highly trained soldiers who can be deployed in any field. Fearless warriors and soldiers who very often use brutal methods to be even more effective. Heavier weapons are usually used, but of course the equipment can be completely customised depending on the individual (PC). They are faithful to the Empire until death, many even after death.

Wolfguards

A cadre of elite guards; not much is known about these elite warriors in the Eternal Empire. Only the best soldiers can become members of the group. They are those who represent the bodyguards of the ruling dynasty or, at the behest of the emperor / empress, they defend other high-ranking individuals or delegates from outside the world. They receive the highest and best training in the Empire. Often, the ruler personally selects these individuals to be included in the group. They are never Force users (of course, if PC wants to be a member here as a FU, there is no objection, but the NPCs are NFUs), and their role is best suited to Special Forces.

Blackwatch

Every state needs intelligence. Blackwatch, however, is a little more than that. The organisation is both intelligence and secret police. Everyone fears their name within the Empire. All this is due to the current Empress, who for many years was the director of the Blackwatch and controlled the propaganda machinery with an iron grip and kept an eye on the Empire, and thanks to her, the clutch of the Blackwatch reaches almost the entire galaxy to this day. Agents of the Empire, be it espionage, assassination, intelligence, infiltration, intrigue, etc.; one who likes to move and act in the shadows has a place here. Not to mention the Blackwatch controls the propaganda too. Two groups are worth highlighting here:

Psi Corps: They are a small but elite group. Force Users and Force Sensitives who are not really capable of being an actual Force User are included here; Blackwatch harnesses their telepathic power and turns that into a weapon. Or simple telepaths are great for the group. Excellent bodyguards, torturers, interrogators. They are Blackwatch’s most formidable agents talking to each other with telepathic communication, making it almost impossible to spy on their communication.
Death Squad: They are the Blackwatch Special Security Corps, or commandos. As the name ominously implies, these units are little more than governmental death squads which hunt down, detain and torture dissidents and particularly troublesome lawbreakers. They are the ones who arrest people who think against national ideology.

Wardens of the Shroud

Most empires or states have a Force User group, and this is true of the Eternal Empire. Although in our case the existence of the Wardens of the Shroud is surrounded by the greatest secret. Even the leaders of the Empire do not know about it (the ruler does if they are members of the order), only those who are members of the group. In most cases, even the members do not even know who the other members of the order are. Secretly they control the Empire, almost everyone holds high-ranking military positions, often Barons and Baronesses, field marshals, generals, admirals, etc. There is a great need for secrecy. Wardens of the Shroud have very special views. They try to shake off the chains of the Force and get to control the Force, and achieve that the Force does not control them.
The mystery is further complicated by the fact that the main purpose of the organisation is known to only a handful of Warden. And the main purpose is nothing less than that the Wardens of the Shroud want to destroy the Force and build a world order where the Force does not exist. But only the most reliable Warden knows about it.

Unit 404

The Logistics Corps Unit 404, also known as the Special Courier Service, was formed to fulfil a niche need of information and small items being shipped quickly and reliably across the Eternal Empire's territory. While many contractor companies handle the bulk of freight being sent across the systems of the Empire, Unit 404 carries small items, diplomatic pouches, classified communiques, and other items that need to get quickly from one place to another. This even includes rapid credit or precious material transfers as needed. Unit 404 is a recent addition to the government's Logistics Corps institution, but has been delivering special cargo and packages for the Joint Chiefs of Staff, Imperial Assembly, and other institutions of the Eternal Empire and high-ranking aristocrats for a few years now. These "Couriers" are extremely loyal and highly reliable, known to carry out their tasks swiftly and efficiently, with a high degree of professionalism and ensuring that they never miss a deadline. There are two other groups under Unit 404:

Smugglers Alliance: The Smugglers Alliance is headquartered in Batuu, a group of smugglers who typically work for the Empire government, cooperating with each other. Under the agreement, they receive benefits from the state, in exchange for smuggling things into or out of the territory of other states using their connections.
Pirates: The Eternal Empire also works with pirates. They can operate in the territory of the empire or on the border, where they can attack alien ships, all with impunity. However, they cannot attack any Eternal Imperial ship. And they have to report the looted ships, and what the state asks from them they need to give it to the state, be it objects or information. Professional pirates often work around in the Galaxy on behalf of the state, in secret of course.

Contractors' Guild

A highly militarised and aggressive nation, the Eternal Empire was bound to attract those who see war as a business venture and make a career out of the pursuit for conflict, or who would serve the Empire, but would prefer to do so outside of the highly rigid confines of its military. This, coupled with the manpower shortages that the Empire suffers from, in comparison to other governments and organisations across the galaxy, have led the imperial government to pursue partnerships with various mercenaries throughout its history, in order to supplement its regular military and law enforcement units. Mercenaries and bounty hunters have been an integral part of the imperial war machine since its inception.
Guild members can enter into various contracts and work for the Empire accordingly, all of which gives them enough freedom. Last but not least, anyone who has worked for the Guild long enough can earn citizenship. In addition, with the fall of Broka the Hutt and the fact that Arturo Braga, the Underboss, became the director of the Guild, underworld supervision also fell into the hands of the Contractors' Guild:

Black Sun: The Black Sun still has countless interests in the Galaxy, especially in the former Hutt space, but they are the ones who control the entire underworld of the Eternal Empire with an iron hammer. They are the ones who are exterminating the criminal organisations there on a new conquered planet and taking their place. They cooperate with the government, who allow the organisation to operate and exist, in exchange for Black Sun keeping away the other underworld groups and organisations from the Empire.

Subfaction/Opposition: Shadow Empire

The Shadow Empire operates in the shadows, playing mainly NPC and narrative roles in the history of the Eternal Empire. Sith (partly religious) cult who are secretly present throughout the Unknown Region and control events from the background. They were responsible for most of the bad things that happened in the Eternal Empire. Like the disappearance of Tacitus, the subsequent military coup, the killing of millions. Their brainwashed agents are everywhere who don’t even know they’re agents (Marvel comics' Hydra vibe). Its members include soldiers, scientists, civilians, agents, and Force Users. They can give plenty of game options and extra stories to those who choose this option. Be active or sleeping agents.This group is the only one where one can find Sith in the Eternal Empire.

Subfaction/Opposition: Eclipse Rebellion and Hidden Enclave (opposition)

Focusing less on the formal traditions of the Jedi, which they perceive as stuffy, pretentious and political, the members of the Hidden Enclave care very little about maintaining appearances and dogma, preferring a more practical approach which is reflected in their outfits and their almost complete lack of symbols. The order's hierarchy is simply, which is much less strict and less rooted in tradition, being fairly common for Padawans, Knights and Masters to mingle, treating each other as an extended family or a gathering of friends, rather than a formal organisation.

Eclipse Rebellion: The Eclipse Rebellion is a highly decentralised and unorthodox organisation consisting of several pro-democracy rebel cells, groups of disgruntled individuals, Jedi and followers of the Light, which have banded together out of concern regarding the growing power of the Eternal Empire in the Unknown Regions. The Eclipse rebellion is a highly decentralised group with no formal command structure as of yet, consisting of a growing number of cells of varying sizes. As expected, they are equipped with a wide variety of disparate equipment and ships, ranging from old blasters and modified freighters, to some high-tech gear and even a few cruisers.

Subfaction: Zweihander Union (Corporate)

No state can ignore the influence of companies. The Zweihander Union once had considerable power in the area where the Maw now ruled. During a civil war, the Eternal Empire provided them with refuge. The previously heavily militarised state soon integrated into the Eternal Empire and they took control of the entire corporate sector. As a result, much of their former army and fleet was not integrated into the empire, but continued to operate as a corporate fleet and army. They oversee companies, the competitive sphere. They also work closely with the underworld, i.e. Black Sun. They are considered to be the competition authority in the Empire, they have essentially full power in the corporate sector. Their own companies are also very influential and ZU has the largest corporate fleet and army that many times even the state borrows from them.

Subfaction: Mandalorians

Another group that should not be forgotten and can benefit greatly from working for the Empire. A larger group of Mandalorian warriors is also in the service of the Eternal Empire. Most of them are members of the Mortui, Tal, and Cadera clans, but there are also members from elsewhere. They are in mutual agreement with the Eternal Empire. Not bounty hunters, but full-fledged individuals. The Empress also gave them a planet where they can live according to their own laws and do not have to conform to the Eternal Empire. They get supplies, help to build a new society, in return, when they feel they can help the Empire and it doesn’t conflict with their own interests, they help the Empire in the fighting. They do not usually intervene in any conflict that affects other Mandalorians (e.g., Enclave).

Possible Character Backgrounds

Civilians

The lives of civilians are quite interesting in the Empire, as there is a tiered citizenship system in the Empire. Anyone who has served two years in the Imperial Army and earned full civilian status; they can have a weapon and they can vote too. However, those who do not have very limited options. They can’t vote, they can’t really work in a job that’s in military hands. However, in a militaristic state, almost everything is in the hands of the military, because the government is the military itself. Because of these, it can all be a really interesting point of view how such a character thrives and perhaps how the state still employs them despite their civil status. Or what life is like under the oppressive regime.

Tacitus' or Ingrid's loyalists

This can be a really interesting point of view and the background can easily be imagined for existing characters as well. The Empire's control looks largely the same as it used to be, but there are also huge differences. During the reign of Tacitus, oppression was much greater, brutality was much more characteristic of the Empire. This was also evident during conquests and wars. During the reign of the former emperor, the Ultranauts and other units also easily killed and slaughtered civilians. There are many older people who want this brutality again.
In contrast, Ingrid's rule is not so dark. The Empress takes care of appearances and good PR, so questionable things no longer happen openly. The woman made countless changes, eradicated hunger, and deep poverty within the Empire. She forbade the army and the fleet from slaughtering civilians during wars and conquests. Many doubted that it would work, but the woman had finally brought a golden age to the Empire in the last ten years, since she reigned as an Empress, refuting expectations. But even so, many old ones would still lead him back to the old system, because they missed the total authoritarianism.

Refugees

The Eternal Empire had already begun to take in refugees during the Third Civil War, both from that region and from the territories occupied by Bryn'adûl, and nowadays from the Maw's territories. As a result, many refugees arrived in the empire in ten to twelve years. Most of them stayed here and settled here, like on the rebuilt Bakura or other worlds. It can be an interesting background to find a new home as a person who came from outside to a place where outsiders don’t like it anyway. How these characters gained citizenship status, how they struggle to be equal. There are a lot of possibilities open with this background.

Force Users

Although the Empire is secretly very anti-Force and they want to destroy the Force, and there are the Wardens of the Shroud, there is openly no academy or anything like that in the EE. There is only one place where Force Using is taught, this is the Spear, on the planet Terraris. It is the appearance to obscure the reality of the true Order. But otherwise, most Force users learn outside of academies or from individual instructors. The Warden and Blackwatch are looking for every Force user born here, who is worthy of being a Warden. They will start to train them if they reach the proper age, others will become members of the Psi Corps when they reach the teenager age. But most of the Force Users are independent. Whatever side someone is on, the Empire will accept, but because of recent events, if someone is a Sith, the Empire does not tolerate it and they hunt them. After the first events in Panatha, the Eternal Empire finally broke up with the Sith and persecuted them. (For those who want Sith, the Shadow Empire is recommended.)
